The Tribunal Office Team
The Tribunal President
The President is appointed by the Governor in Council (section 440). The President works in a full-time capacity and holds office for a term of not longer than five years.
The President has a responsibility to provide leadership and on-going direction to members. The President also provides direction to the Tribunal office for the purpose of ensuring that the Tribunal's business is conducted in an efficient and effective manner and in accordance with the requirements and spirit of the Act. This includes providing overall management responsibility for the Tribunal's human and financial resources and overseeing the operation of policies, procedures and protocols required for the effective functioning of the Tribunal office.
The Mental Health Act 2000 provides for an Executive Officer and other administrative staff to assist the Tribunal in exercising its functions.
The Executive Officer and the other staff of the Tribunal are employed under the Public Service Act 2008. The office of the Tribunal operates as a department within the meaning of the Public Service Act 2008 with the President as the chief executive of the department (section 446). Including the President, the office of the Tribunal is comprised of 25 staff.
The Executive Officer
The Executive Officer supports the President in fulfilling his/her statutory role. The Executive Officer is accountable for the management, leadership and direction of staff as well as statewide strategic planning and development to enhance the quality and effectiveness of Tribunal operations.
The Executive Support Officer
The Executive Support Officer assists the President, Executive Officer and other senior staff by providing a range of administrative support. This includes coordination of the Members Performance Review Program; coordination of meetings, forums, seminars and conferences; records and library management; reception and secretarial support.
The Hearings and Client Services Team
The Hearings and Client Services team is responsible for the overall management of hearings and related functions. The team is comprised of a Client Services Manager, a Consumer Consultant, a Principal Hearings Coordinator, two Senior Hearings Coordinators, Hearings Coordinators and Administrative Officers.
The Client Services Manager is responsible for the strategic management and development of the client services of the Tribunal. In addition, the Client Services Manager is responsible for managing the interface between the Tribunal and AMHS, consumers, carers, service providers and members of the general community.
The Consumer Consultant is responsible for promoting consumer participation in the strategic development, evaluation and service delivery of the Tribunal.
The Principal Hearings Coordinator is responsible for the supervision and management of hearings coordination staff, and for quality and effectiveness of the system for managing Tribunal hearings.
The Senior Hearings Coordinators assist the Principal Hearings Coordinator in the management of processes and procedures for the effective operation of the Hearings Coordination Team. Two thirds of the role is responsible for fulfilling the Hearings Coordination function in relation to specific services which will include the high secure forensic mental health services. One-third of the role is responsible for the day to day management and support of Hearings Coordinators, and administrative tasks associated with the operational and quality management of the Hearings Coordination function of the MHRT, including advance scheduling of hearings, procedural documentation, data collection and reporting.
The Hearing Coordinators are responsible for the scheduling of hearings, including maintenance of Tribunal files, liaising with various parties, and ensuring the documentation requirements of members are met. The Administrative Officers provide data entry, record management, reception and general administrative support to the hearing coordination team.
The Legal Officer
The Legal Officer provides advice on legal issues, policy and practice to the President, Tribunal members and staff of the Tribunal. The Legal Officer is also responsible for managing a number of statutory processes under the MHA2000, the Freedom of Information Act 1992, Judicial Review Act 1991 and managing the Tribunal's obligations with respect to privacy.
The Corporate Services Team
This team is comprised of a Corporate Services Manager, Information Systems Officer, Multimedia Officer, Business Support Officer and Administration Officer.
The Corporate Services Manager supports the President and Executive Officer of the MHRT in the maintenance of effective financial, human resource management, records and information management, quality improvement practices, administration and resource management, and planning processes in accordance with government and statutory requirements. This includes coordination of a range of accounting and human resource management functions; and maintaining records and registers for the purpose of monitoring and reviewing the financial performance of the MHRT. The position is also responsible for coordinating all information technology, records management, building services, quality management systems and maintaining the administration and office environment for the MHRT.
The Information Systems Officer is responsible for the development and maintenance of all information systems that support the effective functioning of the MHRT. This includes ensuring that the patient data and hearing coordination IT system meets the changing requirements of the MHRT; coordinating the maintenance of a computer network for staff of the MHRT; developing IT solutions and implementing IT strategic plans to promote the independent functioning of the MHRT; and coordinating the IT skill development of staff and MHRT members to sustain technological approaches to the core business of the MHRT.
The Multimedia Officer plans and manages the design, development and implementation of multimedia products that meet the information needs of MHRT customers and consumers.
The Business Support Officer and Administration Officer provide payroll, accounts processing, purchasing, records management, travel management and contribute to the quality management system.
Learning and Development
The Senior Learning and Development Coordinator provides strategic leadership in the development of continuing professional development and educational programs and opportunities for the identified client groups of the Tribunal including tribunal members, tribunal staff and external partners.
The Learning and Development Support Officer provides a range of technical and administrative support for matters associated with the L&D Programs within the Mental Health Review Tribunal. The position is responsible for the secretarial, keyboard, data collation and preparation of documentation, correspondence, records management and events management. The L&D Support Officer provides the administrative support to a number of committees and working groups associated with the L&D agenda.
